No it does not start with that assumption. We have clear evidence that a benefit available to some humans in our society is permanently denied to others. What you are arguing is that there is a reason for that denial- and that such a denial is not unequal treatment, and is not using the state against them. I do not know how you can logically argue that. Perhaps it is some sort of faith based initiative?
