I am sure "those people" felt safer with the regime. From what I read just about everyone felt safer, because there is chaos right now, and they were safer. Did you miss my article about the poor women in Iraq who are being raped right and left (regardless of whether they were Ba'athists or not- the rapists aren't asking, too bad, I guess). There is the outer party and the inner party, and everyone else, and right now no one is safe. Orwell? How about Golding.
