My first job out of college 33 years ago was as a youth probation officer. After I had been there about 15 months, a male worker was hired at a higher salary than I was making. When I questioned this, I was told that "he was a man and had a family to support." He had used the man's year experience in the Army to justify the higher pay level to the Board (which still should have only placed him at my level). I have never forgotten the helpless anger I felt at that conversation. My boss, a very nice, but horrendously paternalistic type, couldn't understand why I was upset. It was perfectly logical to him.
You are so right about "looking in".
