But we ARE asking to talk to them. We ARE going to negotiate. We ARE going to try to get some kind of "treaty". The question is, what is the most effective way to do so. Having Japan at the table changes the whole dynamic of the talks. It was a waste of time. It will become an even worse waste of time once talks begin. Time is not on our side.
