He attacked Iran because we gave our tacit approval.

Any evidence for that one? We gave him assistance after the invasion because we wanted to keep Iran from overrunning a big chunk of Iraq but we didn't approve anything before the attack.

I think he assumed he had the same approval when he attacked Kuwait.

Perhaps he did. His mistake.

That's why he wouldn't wait for the weapon inspectors to finish their job.

There was no indication that they would ever be finished.
