That's the old saw, used to cover many an incompetent and criminal activity. We saw the typical example with Nixon bombing Cambodia -- he wanted that suppressed for "national security". The problem was that (a)the Cambodians already knew they were being bombed, and (b)it was an unauthorized war crime.

Examples abound in declassified documents over the past 50 years -- it is rare to find anything that if released at the time would have caused problems for anyone other than incompetent or corrupt gov't officials.

National Security classification is most often a lie used to increase illicit power and protect insiders in all but a very tiny number of cases concerning anything remotely resembling military secrets.

And in those cases we find that spies in our intel services have been handing those secrets over to our enemies. The only secrets insiders actually care about protecting involve their own culpability.
