If further disclosure of the 28 pages shows such Saudi acts which "by their nature appear to be intended for the stated purpose" of supporting terrorism, then Bush is also guilty of violating the Act. He's already in violation of Section 402 by merely associating with Saudis who have proven themselves enemies of the US The Bush team are no doubt keeping many lawyers busy overtime keeping all these excuses straight.
