No, it is not true. $1125 is the intraday "margin" after 9:30 to open an NQ contract. To keep it open you need to have $900, but those numbers both change at about 3:45 ET to twice those amounts.

Does it ever change? Also, what does a contract of SSFs cost?

The full amount is set periodically by CME and is related to the price of a contract and the volatility. I believe SSFs are margined at 20% of the contract value, and there is no reduced margin for daytrading.
