Otherwise Germany had rubble. Germany did pay some war reparations, don't remember what %.

Yes, the USSR occupied East Germany and France, Britain, and the USA occupied West Germany. For some the occupation in both countries was felt to be permanent.

A new regime in Iraq will not have to negotiate with the US. It won't be the new regime in Iraq if it doesn't agree, prior to it's inception, to conditions set by the US. And it will be removed if it doesn't keep to the straight and narrow as defined by the neocons.

But permanent occupation it will be.
