He was a fool to quit. Obviously it was a political move in hopes of improving the chances of getting the Beef ban lifted. Beef ban - another example of Americans practising "fair" trade. The reason I hear is to placate the Japanese who threaten to ban American beef if there's a chance that there's Canadian Beef in it. Little do the Japanese know that American beef testing/screening practices are far laxer than Canadian ones (the prime reason ONE BSE infected cow was found). Little do they know that American cattle producers/feed lots regularly break the rules on recycling animal protein. Little do they know that the risk of E.Coli in beef is a far greater health risk than BSE.

Finally, Americans are willing to placate the Japanese more than their biggest by far trading partner - Canada. They should know which side their bread is buttered on.
