An open goal would be what we would be allowing if we didn't take the measures we have taken. The alternate to overwhelming force is under whelming force which is stupid. That doesn't mean that all our engagements with Al Qaida have involved massive invasions. We use law enforcement tactics, quick raids, and hellfire missiles fired at cars from CIA RPVs, and all sorts of other tactics. But there is nothing wrong with using overwhelming force. Even in the small scale engagements you want overwhelming local force at the critical point. If your going to use force at all overwhelming force is usually the way to go.
