The program was moving forward before the state of the union address. North Korea has made many agreements but then violated them again and again. What happened after the state of the union address is that the US annouced that it had evidence of the ongoing nuclear weapons program in NK.

What I have read about this is that we failed to live up to the agreement to deliver the light water reactor for their needs. It has not been explained well in the press who was at fault to deliver what. Also, all of this is anectodal information. No one knows for sure. The $hit hit the fan after bush's aggressive stance against iraq, iran and NK. Up until then, the reactor was shut down and the UN had inspectors in the country.
