Smarter - depends on whether you think ethics is knowledge or not.

Multi-lateral – the requirement for this to work is the volition of all parties - such cooperation is the only thing that could have stopped this war and the only thing that could have stopped Saddam. Unfortunately such inclinations seemed to be lacking on all sides of the pond. Old Europe should have made Bush an offer he couldn’t refuse, but then again he wasn’t exactly asking for their advice. A more militarized containment would have been successful against Saddam imo, but no-one put this on the table - not the French, not the Germans and not this Admin who had already decided from the get go, on War.

as for Saddam and his WMD’s – where the heck are they ?
