No, the scuttlebutt was we could not even get support among the ten rotating countries and pulled the vote off the table to avoid a humiliating defeat. If we had the majority, the scuttlebutt was that we would use it to try to embarrass Russia, Germany France and China. We pulled the vote because we could not even do that.
