Al Qaida is more likely to kill Americans but the number they would kill would be small compared to the number NK could kill if things went bad, and tiny compared to the number of people (rather then just Americans) that could be killed by a second Korean War.

I think the proof is in the pudding. How many Americans in the continental US have been killed by the NK vs al Qaeda?
How many buildings in the continental US have been destroyed/damaged by the NK vs al Qaeda?
