If there's an initiative to build affordable housing for lower income people and a group of congressmen take that initiative and act on it is that the same as actually building the housing? If one of the congressmen says "I took the initiative to build affordable housing." would he be accused of claiming to actually do the construction work itself? If shrub claims to have taken the initiative to oust saddam, are we to conclude that he's claiming that he himself actually went to Iraq and singlehandedly removed saddam? Gore claimed only to have taken an initiative. It's done all the time. You have again exhibited your severely flawed system of logic.
