I decided not to fund my new IB account. I'm going to stick with Harris. Even though IB had insurance, I am concerned about cash balances above 100k. You never know if the insurance company will be able to make good in a meltdown. At Harris, at least I can buy tbills. I'll be first in line at IB the day they allow you to buy tbills.
