Saddam did not pose a threat to Kuwait or Saudi Arabia ... Saddam certainly has been a threat to them in past years. He wasn't an immediate threat to them in 2003 only because American troops were stationed in SA. Had they been removed while Saddam remained in power, he would have moved against his neighbors again.
