Ironically, information which would actually be received somewhat bullishly? And you're saying the express purpose of this is to say "surprise! We're really great after all." ? Couldn't also part of the Lehi scenario conversely be that the state of Utah may be threatening to pull some infrastructure funding due to MU's lack of effort to date and MU's bargaining position is enhanced if they are able to show state officials "look, we're starting this thing up.
