Thinking there are only 2 ways to approach any problem is extremely narrow-minded and usually very stupid.
I have already outlined my view of what would have been a saner approach on SI.
Using areas of Iraq already out of saddam's sphere of influence an entity recognized as "Free Iraq" (or whatever name suits) could have been established. saddam's Iraq would no longer be recognized. Those areas could have grown, geographically, politically and economically in a way that would gradually reduce saddam's influence to 0 throughout Iraq.
It would have needed military protection...UN or otherwise.
Iraqis would have been encouraged to migrate to Free Iraq while at the same time Free Iraq would have gradually encompassed more of "saddam's Iraq.
