I don't think that canada number is right just in general. As far as the indian number it is also not correct because the infrastructure must be built, communications and management. The HBS studies say if you roll all the costs up an indian programmer is 60% the cost of a US worker (actually that sounds a little high). Yep we're in a quagmire here.
