The H1-Bs go back to 64,000 next year anyway so even if the H1-B kill bill doesn't pass, the program will be severely restricted.

Dianne Feinstein's office told me there is a lot of support in congress for these bills. I think they will both pass. The L1 is a done deal imho, congress is pissed about that one because it skirts US taxes. H1-B I don't know, personally I was surprised they are going to kill it completely. But congresspeople that create these bills generally think they have support to get them through.
