it does sound like you are possibly infected with the worm/trojan W32.Blaster.Worm

it will have a trojan process that you can see in task manager... look for cmd.exe, per the symantec instructions below (but follow all instructions in order. this will just tell you right away if this process is resident on your machine).

Windows NT/2000/XP
To end the Trojan process:
a. Press Ctrl+Alt+Delete once.
b. Click Task Manager.
c. Click the Processes tab.
d. Double-click the Image Name column header to alphabetically sort the processes.
e. Scroll through the list and look for cmd.exe.
f. If you find the file, click it, and then click End Process.
g. Exit the Task Manager.
