Stabilizing the oil producing countries (and thus prices) should be the big effort. I think SA is reasonably stable, but perhaps not Iran. Pipeline deals across the ME become important,as do the Japan/China/ Russia ones along with the -stans countries There has to be a stable trusted regime at the valves, and handling the construction costs, and that was not one called Saddam Hussein.
