What's surprising, Brian, is that there are so many people out here who believe that this government hasn't gone far enough!

I remember hearing about a small-time energy company that refused to do business in CA because the lawmakers here are so capricious. But one company's fear is another's opportunity, so those who were willing to endure the poor business climate required an above average return for their trouble. Yes, the laws hurt some businesses (much to the delight of some groups), but the end result is that it comes out of our pockets, no one else's, and lines the pockets of some other businesses.
