Every department should be fully transparent, including DOD, on all information, with the only exception being bona-fide military secrets, of which there are almost none.


The basic reason for "classifying" info is to hide Bureaucratic screwups. The reason Government procurement is so ossified is to try to stop theft. But what you wish for is never going to happen, MSI. About the best you can do is change over the people as often as possible to make the new ones figure out how to steal. :>)
