The classes in societies that usually are the ones to revolt against their government are the poor and sometimes the middle classes. These government welfare programs keep the class most likely to revolt (the poor) pacified. Look at the devastating effect the riots in the 60's had on the country when Martin Luther King was assassinated.

And then there's tax cuts for the middle class that keep the majority thinking things are ok after all so they don't revolt at the ballot box.
