Society is not "by design", but it is also not merely a sum of individual choices. There are institutions which promote customs and values; there are large scale social movements and events which have a broad impact on the way a society views things, like the Second World War; and there are media to disseminate some trends and ideas over others. Although we have some freedom within it, and may contribute to its evolution, we no more make up our culture than we do our language. Thus, there is a good deal of pre- givenness to our ideas, behavior, and tastes, particularly if you can narrow down the subculture to which a person belongs.
