True. I only wanted to counter Michael D. Cummings' statement "There is near zero evidence Bush advisors wanted to invade Iraq prior to 9/11." The PNAC people I quoted were clearly in favor of launching military action against Iraq which certainly meant more than the occasional cruise missile.

Depends how you interpret the remark. True, the PNAC people were in favor of it & had been so for a long time. True also, Don Rumsfield favored a "forward leaning" policy in the Mideast. But none of this added up to Bush favoring an Iraq invasion before 9/11. The PNAC people were in a minority in the administration, and political realities would have made it nearly impossible. Looking back on Bush's record from 1/01 to 9/01, there is nothing to suggest that an invasion of Iraq was planned. In fact, they were pursuing contrary policies - remember Colin Powell's push for "smart sanctions" in the UN?
