There was reason to fear that the inspectors had been infiltrated, and that the regime was getting a heads up about inspections. There was reason to think that the regime might use the ease of crossing borders to get mobile stockpiles and launchers out of the way of inspectors. There was reason to wonder about how many underground facilities the regime had, and whether we would ever know enough to subject them to inspection. There was reason to worry that the regime would position manufacturing elements in dual- use cover, and resume production immediately after the pressure was off. There was no way for inspections to be conclusive, without a change of will on the part of the regime........
