But Saddam did not give a clear provocation, and 9/11 became the pretext for an invasion that could not be politically justified prior to 9/11. After 9/11 it was simply a matter of lumping Iraq in with the "war on terror".

Yup. 9/11 gave them the political cover to do something that they thought was desperately necessary, but they could not have done before.
