The Bush administration clearly impeded investigations from proceeding prior to 9/11. Even when the handover from the prior administration warned that the top priority was bin Laden, various investigations were stopped down the line. Thats the "Clinton" line. Good luck on selling it. You notice that none of the Democratic candidates will touch that approach with a 10 foot pole. The truth is, everybody got caught with their pants down. And if the FBI had been pulling Arabs off Airplanes, the hard left would have been screaming on the Senate floor. PC was and is a major problem.
