Think about all the Joe Six Packs out there who don't watch real time or streaming quotes that don't have a clue they got ripped off. How about brokers who place orders for clients? How many of them really worry about getting a good fill when they will get their commission regardless of the fill price? Until you see market makers going to jail or being heavily fined for this, it's going to continue. And there doesn't seem to be much concern about this nice little perk for MM's.
