I heard something on talk radio over the weekend that I'm wondering if you can confirm or comment on this.

Apparently, Arnold was very keen on this Proposition 49, but not so interested in how it was to be paid for. It has most of the obnoxious features of an "unfunded mandate", in that it requires these after-school programs be provided, but does not come up with a funding mechanism.

If this is Schwarzenegger's idea of how to run the state budget, then California may be getting ready to move from the frying pan to the fire.

Have you heard anything about how fiscally irresponsible Proposition 49 is? The caller on the talk show insisted that the counties and school boards were having to rob funding from other valuable programs in order to fund the mandates of Prop 49. That doesn't strike me as a good governmental model.
