The hardest choice would be to trash the whole tax system and put in a simpler one.

National Sales Tax. Solves all problems.

Unfortunately, the opportunity was missed. When Bill Archer was chairman of House Ways & Means he was really, really interested in it. But he realized it couldn't be done politically...
