but FERC is supposed to do their job. By the time FERC had dragged its feet and done nothing they had promised, Bush was in office. Then, it became apparent (at least to those of us with our eyes open) that the energy companies were manipulating the market supply of both electricity and natural gas.

At that time, Bush essentially said: "Screw California". Little wonder, in that Cheney was in bed with the bandits. No wonder he has resisted releasing the notes of his meetings with the bandits. Handing over such a smoking gun is probably pretty hard.
