He was in the process of cooperating. It was shrub that did not give the UN inspectors the chance to continue that process.
AND...the UN is the agency to which the responsibility was given. The unilateral move by shrub was NOT based on saddam's cooperation with the UN or any perceived lack of cooperation.
shrub's move to invade was based on the LIE that there was NO DOUBT that saddam possessed WMDs and was dealing with al qaeda when there WAS doubt.
It was an act of aggression to invade...based on lies.
