Kyrosi, I would not define that as trying to fail but i get your point and your suggestions seem right on. With limited dollars and military ops going on against guerilla actions what we really need are allies willing to contribute funds to make this all so. I think some european states are cynically waiting for the US to cry uncle and come hat in hand to the UN or something akin to that. That of course will never happen but somewhere in the middle with our european, canadian, and japanese allies a middle ground to achieve this should be found. Mike
