No Mike. Trying to get allies or anybody other than the US to contribute is a losing proposition. Allies "contributed" some $5 billion to Afghanistan's reconstruction in a donors' conference almost two years ago and Afghanistan has seen little of that money to date.

Donors' conferences and passing the hat to allies is a losing way to fix Iraq. Even if they contribute, it will take forever to get the aid and it will be too late by then. The money needs to be allocated by Congress and the Administration immediately and Bush has to admit that he was very wrong when he allocated just $2 billion for Iraqi reconstruction. It's this inability to admit error that's at the root of the problems in Iraq.
