Command and control from above is often a bad thing. More flexibility will allow different states to try different ideas to see what works and what is cost effective. As for dismantling the EPA, that's nonsense. Each year its spending will increase as will the total amount of environmental regulation. Like on many other things Bush isn't moving in the opposite direction of the Democrats but rather saying "I agree but lets not go quite as far", or "me too but just a little less".
