The current concern is for someone firing close enough to an airport to work within this class of missiles range.


There are plenty of such places. I live near Logan Airport in Boston. You can stand on public roads that are right under the flyways. The planes fly low enough on takeoff and landing that a strong arm could hit them with a rock, let along a shoulder-launched missile.
