The Ponzi scheme is being perpetrated by politicians who continue to raid SS funds for purposes other than what they were intended for and who continue to spend money we don't have.

The excess SS funds have to be invest in government securites. If there was no deficit and no national debt then we would either have to change the SS law or reduce SS taxes or increase SS payouts so that there was no SS surplus.

In any case the money has to be paid out at some point. If the general fund owes SS money then regular taxes might get raised, if it did not then SS taxes would have to be raised. There never really was a trust fund, just government brining in money from different forms of taxes and government spending money through different programs.
