I think it is more than Rove. Bush and his advisors sit around a table, each one with their own agenda. Rove's may be an election agenda, but Rumsfeld and the neocon hawks have a global colonial agenda, Cheney et al have a oil power agenda, Ashcrofts got a 'cover my abuses' agenda, and Bush has a 'payback for Daddy' agenda. When you get a bunch of people with that power together, they will convince themselves of anything.

I think it will come out in years to come that Powell tried to stand up to them, but he was too weak.
