1. It won't get dire. 2. Maybe 10 billion to rebuild? A bargain, and a sound investment. The oil resources can pay it back, not to mention having Iraq join in the league of civilized nations.

You and your ilk's increasingly shrill tones are getting to be more irritating to the public, and Bush's solidifying numbers reflect it.
