I don't like Grey Davis much, either. He is another money-grubbing, principle-less politician(much like our current President, actually). I have no idea what he stands for (does anybody?), other than trying to get himself elected. Plus he has such a winning personality. His success and prospects for higher office mystified me - I never saw the attraction. What saved him, I guess, was a self-destructive CA Republican party that insisted on nominating even worse to run against him. That said, I think a Recall is a horrible idea. I do not think it possible to say what Davis' policies are. If inheriting a robust economy and surpluses and creating a giant deficit can be defined as a "policy", then his policies are 100% down the Bush "mantra" rather than the Democratic "mantra" (there is one??? please enlighten me, I can't discern one).
