ConEd says power has been restored to portions of the southeast Bronx, parts of Manhattan south of Central Park, western parts of Brooklyn, northwestern Westchester County, western Queens, most of Staten Island and parts of New Jersey, where full power is expected by noon.

Trading at the New York Stock Exchange will open on schedule at 9:30 a.m. with backup power.

Bridges and tunnels are open both ways, except the Lincoln Tunnel, which is running outbound only.

New York subways are not expected to run until mid-afternoon at the earliest.

Buses are running on 63 major arteries, serving about half the city's daily ridership.

Commuter rails in Long Island and Metro-North are not running.

All three major airports are open.
