BHP Proposes To Build LNG Import Facility In California biz.yahoo.com This one's 21 miles off shore, unlike the Crystal Energy LLC proposal to build one 11 miles out to sea. But that won't be far enough away to satisfy Ventura County nimbys. Getting California State Lands Commission permission for the pipeline will be where the proposal is likely to be blocked.
