I believe that you will find that the power outage was caused not by inadequate equipment, but by hurried attempts to increase interconnects between grid subsections. This is being done rapidly to allow shifting of power sales across larger distances, basicly a repeat of the California problem without the highly public price gouging. to install the improvements The improvements need to be installed in Washington.
