The latest from pataki is that some failure in western Canada rippled through and caused the cascade. If this is correct, who knows. I don't know of any politician who would know what's what. Which is to say did Patake speak to folks who really do know or not.

Based upon the environmental restriction on many plants in America that may not meet the strictest environmental whacko rules, It makes sense that buying power from Canada in vast amounts is dictated by economics. If a major flow of power over a long distance became unstable, then bringing online local reserves could be problematic. Also the response of local system to a flash demand could cause an overload of sourcing power if the shortage was short lived. It case of the time delay of responding to a need for power and the ability to cut power. When dealing with distances an unstable situation could occur where oscillations of source add and that commands all the stop. The stops cause more sources to start and it builds until the instability trips shutdown.

There are waves of power and they start from all the different sources. Sometimes the waves meet and add and sometimes they cancel. The system is designed to balanced with dampening capability built in. But there are limits to the size of a power surge or short that any dampening can handle.

Clearly a failure occurred where the ability to dampen instability failed.
