the problem is congress ... this has been in congress for several years. We have southern states very happy with their power situation and do not want federal controls.. We have mid west who doesn't want any federal government telling them where power lines are going to run through their states.. and we have nyc who couldn't pay for upgrades to begin with unless rates rose which are sky high already.
SO HILLARY get off the crap and do something constructive. Get your group together with regulators if you are to help your state of ny.... It's Hillary's fault and Billy's fault for not resolving this years ago by making congress take some action.

New Yorkers look to your representatives as to why you have a black... Throw them out... start with the Senators..
